What is a Transport Statement?
Craig Oakes Transport Planning has many years of experience of producing and reviewing Transport Statements for clients, or during his time working for Local Councils.
The National Planning Policy Framework (NPPF) states that ‘All developments that will generate significant amounts of movements should be required to provide a Travel Plan and that the application will need to be supported by a Transport Statement (TS) or Transport Assessment (TA) so that the likely impacts of the proposal can be assessed’ by the Local Highway Authority (LHA).
Within the NPPF there is a presumption in favour of sustainable development and development proposals should only be refused on highway grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be ‘severe’.
A TS is normally suitable for small to medium sized developments. It will seek to demonstrate that your development proposal meets National and Local Transport policies and provide the Local Highway Authority with all the information they will need to review your proposal.
A TS will provide an overview of existing highway conditions and present your proposed development to the LHA.
Typically, a TS consists of;
- Policy and Guidance review
- Accessibility and Local Highway Network
- Details of the proposed development
- Trip generation
